FINDINGS FROM THE DOCUMENTS CONDUCTED BY AVETAE, ANALYSIS AND RESEARCHES

“Research and Analysis: Provision of Short-Term (Modular) Courses in Adult Education” (AVETAE, Kosovo, October 2022):

With the support of DVV International, AVETAE conducted a comprehensive study assessing the readiness and potential of VET institutions in Kosovo to implement short-term (modular) courses for adult learners. These courses are seen as a flexible, fast, and labor market-responsive approach to upskilling unemployed individuals, marginalized groups, and those seeking requalification. The study identified a high level of institutional willingness to offer such programs—especially in sectors like ICT, construction, tailoring, and auto mechanics—but also found key barriers, including outdated legal frameworks, insufficient infrastructure, limited funding, and undertrained teaching staff.

The research emphasized the need to harmonize policies, improve recognition of prior learning (RPL), and establish sustainable funding mechanisms. It also called for enhanced cooperation with businesses to support internships and practical learning, alongside investment in teacher training and improved monitoring systems. Overall, the study offers clear recommendations to align adult education with labor market needs and to promote lifelong learning and social inclusion in Kosovo.
