Being aware of the new challenges brought by globalization, as a new reality, as a phenomenon with a very great impact on all educational, economic, social, political developments, vocational education is one of the most important areas of society in the modern era of the 21st century. The impact of vocational education on the structural performance of the labor market is increasingly pronounced, because the construction of a knowledge society is a need for all countries that aim for sustainable economic, cultural and social development. This is because the role of vocational education and training, adult education and lifelong learning is crucial in building such a society. Vocational education and training equips students with knowledge, skills, values and attitudes that enable them to meet the needs of today and the challenges of tomorrow.
The Ministry of Education, Science and Technology (MEST) has undertaken a series of steps to reform the education system. One of the concrete steps is the reform of vocational education with the aim of creating professional and competent cadres according to the demands of the labor market. Since, vocational education and training, adult education and lifelong learning are the key segments and investments in the education sector that prepare students/candidates for life and work. Therefore, the main goal of these steps is to have directions and profiles according to the demands of the labor market, so that students are competent, have reflective skills and
use new technologies and be innovative, since we are now in the era of globalization and we need to keep up with the times.
For the advancement of vocational and adult education and training, MEST has established the Agency for Education, Vocational Training and Adult Education, which is responsible for the implementation of AAPRr policies. It currently operates in six AAPRr institutions – Competence Centers. Secondary vocational education, which means institutions of vocational and adult education and training, has as its primary goal the preparation of cadres for the labor market, but if the path set out in the legislation in force is followed, it also offers the possibility of applying to higher post-secondary studies at level 5 of the KQF and university.
The duration of upper secondary vocational education, part of pre-university education in Kosovo, is divided into 2 levels. The first level includes grades 10 + 11. This level provides basic qualifications and enables employment in the labor market as a part-time worker.

With these first two levels, a professionally competent cadre can be created for a qualified job in the market, or continue education at the post-secondary vocational level where, in addition to offering better employment opportunities, it opens the doors to education for a higher level which qualifies for the title of Qualified Specialist Worker of level 5 (five) of the KQF. e.g. colleges of sciences
